@AndrewT. And that could be R/A too, depending on how many and the wording. Obviously, a single NAA is just NAA, but if someone goes around posting NAA on everything they can, then that can tip it over into R/A, IMO (situation dependent).
However, just coming in and trying to move the help off-site is completely counter to the goals of all SE sites. SE sites exist to create a library of questions and answers which are helpful to future visitors. Moving the help off-site is the opposite of that. Allowing people to make posts like that is just allowing them to use the platform for exclusively their own benefit.
I'd also argue that it is, in fact, spam. When it's down to basics, spam is someone soliciting something of value from you in a venue where such solicitations are not requested. Asking for help off-site is asking for your time. Your time is the primary thing of value most people sell (i.e. they have jobs, which make them money by trading time). There's really no difference between someone asking for your time in order to benefit themselves than them asking for money.

@AndrewT. Yeah, that one was NAA, thank you for reminding me about it. I'd intended to change my feedback when you first mentioned it, but got distracted. I don't know about other people, but my giving that TP feedback was due to a lack of diligence. The overall form of the post closely matches quite a bit of spam which we get from people offering "help" with negative situations, particularly with "husbands". So, the misidentification was the result of skimming the post, rather than reading.
