@Makyen I'm not sure I entirely agree with that argument; I've previously written about it here. TL;DR: It's true that the user is "abusing" the answer box, but IMO the post does not warrant a red-flag, which should be reserved for cases where the user obviously intends to actively cause harm to the site or its participants. IOW, my interpretation of "system-level block" is something more akin to the SpamRam IP ban than the quality filter
 
That being said: you're an SO mod, so I will gladly defer to your judgement on how to handle these types of posts going forward -- and you're a Charcoal admin, so likewise regarding how to feedback.

@NobodyNada I'm happy to discuss it. I was not intending to make a definitive statement. I was just voicing an opinion.
As a moderator, I'd treat flags on something like that similar to how we treat flags for "cat on keyboard" posts. It would be better to have them straight-deleted, rather than red-flag deleted. I might even dispute red flags if there were enough to result in the post being deleted prior to a moderator getting to it, but I'm not going to feel all that bad about applying a penalty to a user that is clearly doing something that's against policy in order to gain a benefit (bumping their question).
As for what we consider our target "system level block" to be: that's open to debate as to how it would be implemented. I wouldn't want a block to automatically spam-delete all such posts, but a block which didn't allow it to be posted would be reasonable, IMO.

@Makyen This is sort of the line where I could use more guidance on what Charcoal wants.
There are varying degrees of offense here, from "Short answer with ........... at the end that would be just a bad answer if they'd made the wording more flowery" to "obviously inadequate question to which edit-requiring nonsense was added to get it past the filter" to "posts with no useful content whatsoever, where the user has clearly deliberately bypassed warnings from the system not to do the thing they were trying to do."
"bump bump bump sddddddddddddddddddddddddddddddddddddddddddddddddddddddddddddddddddddddd" clearly falls into that last category, and so I'm personally pretty comfortable calling that abuse

@Makyen Thanks for the explanation. I largely agree with you on both points -- it's not the end of the world if that kind of post gets red-flagged, but I would prefer to avoid it for a first offense since there's still a bit of room for the benefit of the doubt.
@RyanM I 100% agree that we should have more guidance; that was my primary goal behind posting stackoverflow.com/c/charcoal/questions/622
@RyanM The problem is that the warning is just "answers must be at least 100 characters" or whatever. Sure, they're being unhelpful and perhaps a little inconsiderate, but that's still a ways off from being intentionally disruptive IMO
 
@NobodyNada That's not entirely accurate...they've also clicked past this dialog, which is pretty clear on what they're doing. It's not like they just see "oh this is the place where I post a reply like a forum."
 
@RyanM Unfortunately, it's not really clear and our system isn't designed to give the multiple types of feedback which would be necessary in order to differentiate between things which are "nuke this and the user from orbit, because it's unquestionably spam", through "this is abusing the system and should be blocked", to "this user appears to be trying to be constructive, but needs guidance so they are not actually violating our spam policies by posting with undisclosed affiliation".
Basically, all of those should be blocked, because they don't conform to SE policies, but the complexity comes in how it's handled after it's identified as something which shouldn't be posted.

@Makyen IMO our interpretation of "system-level block" should be closer to the automatic-spam-deletion option. MS feedback goes directly into the autoflagging system, so in a sense Smokey is already implemented as that sort of system-level block, and our feedback should reflect that

When a user: 1) Clicks "Answer your question," 2) Clicks "Yes, I want to post an answer" after being warned what answers are for, 3) Clicks "Post your answer" on something that is not even an attempt at one, 4) Sees "Body must be at least 30 characters; you entered n." and adds complete nonsense, and 5) Clicks "Post your answer" again...I have very little sympathy for them getting sanctions imposed on their account. They were warned multiple times.
