Windows Defender blocking amateur programs is actually pretty normal

Windows reports back on what software is getting installed on PCs. At some point it's not popular enough to get noticed. Then it becomes popular enough it starts pinging their security alarms, so Windows Defender will start warning against installing/running the software and will tentatively block it unless you tell it to proceed. At some future point, Microsoft might eventually validate it as legitimate or blocks it as malware -- but until that point, you're in Windows Defender Limbo.
I'll be the first to say: it sucks.
From what I can tell it takes a few hundred or a few thousand installs to enter Windows Defender Limbo

all righty, by merging the domains CSV I had with the blacklisted websites list I've gotten a nice set of about 13k domains
exrex was really helpful for this
I can just do this:
