I would assume they could switch to another provider. It is only subscribers who cannot switch, they are stuck. And they are used by Comcast to extort Netflix. And Netflix has to charge me more to pay for that. And small sites cannot pay Comcast, so they will be impeded in some way, and so only the big ones, like Netflix, survive, and so there will be less competition and lower quality.
But Netflix has servers in Europe, of course, as does Youtube.
And all the big sites. Stack Exchange, too.
So it's complicated.
