“Quebec has $7-a-day child care, which is very different to the situation you find everywhere else in the country,” says David Macdonald, senior economist at the think-tank and a co-author of the report.
“The other province that has capped fees is Manitoba, and therefore you see Winnipeg, in every one of the other measures, as the next most affordable place to put your children. And this is due to a substantial subsidy program both in Quebec as well as in Manitoba.”
