What is the question? Why isn't the review link there? Because you don't have the reputation to access the queue through that link. Or is the question why can I access the close vote queue without 350 rep?

in the moments after the site opens, everybody gets access to all of the tools
they seem to scale based on the average reputation or number of users at certain reputation thresholds or something like that
 
The review privilege is for First Posts and Late Answers, not for the other queues - those are tied to their respective action privileges. That might be causing the wrong behaviour, but it's still wrong behaviour.
 
since it's a beta, the most important time for building the scope of the site, it seems quite important that any user who has access to any of the tools sees the review link
that's what my question says

Either the review privilege blocks out all review queues, or it doesn't. It certainly shouldn't magically hide the link despite there being available review queues.

Either the review link not being there is intended behaviour, in which case /review should be completely inaccessible, or the review link should be there, in which case we're back to square one. Either way, it's most certainly not intended behaviour as is.
