Q: Why does do-release-upgrade from 16.04 LTS to 16.10/17.04 not find updates even with --devel-release?

BobI'm trying to upgrade a server (CLI only) from Ubuntu 16.04 to a newer non-LTS release using the do-release-upgrade tool. I know LTS versions usually don't upgrade to 'non-LTS' releases prompting. Some assorted (old...) forum posts seem to imply that the -d, --devel-mode option should be enough ...

My first question in half a year, and it's so mundane :(

Okay, I have a doubt. Today in class the computer science teacher said "UNIX is a multi-user OS, whereas Windows is not... At a time, only one use can be logged-in and using the computer." When I pointed out that you could use the "switch user" option and leave tasks running in the background, she just shook her head. Who was wrong?
 
The teacher is incorrect
With Terminal Services multiple people can be using desktops on the same machine
And besides, processes can be running under all sorts of different user accounts at the same time
 
Hm, I though so. Thanks. But eh, I'm still expected to write what she says in the exams, and although I could go back and make a case tomorrow, I feel that it won't be very well received.
 
If you felt strongly about doing a demo, you could spin up a Windows Server VM and remote into it from two different machines under two different users
One could make the case that non-Server editions of Windows aren't intended to allow multiple interactive users at once, in the teacher's defense
(you can totally make that happen if you're willing to patch one of the OS DLLs, though)

I guess they keep the concept of multiple desktops pretty locked down because they want those sweet, sweet CAL licenses
the IIS CAL license policy is pretty draconian last I checked, and it seems it's the honor system because literally nobody complies with it
to have someone hit your IIS HTTP server, you have to (1) get a server CAL for the user, and (2) get an IIS CAL for the user
 
That's pretty wild
Apparently you're supposed to have a CAL for every user or device served by a Windows Server DHCP server
