@JohnRennie One of the series by Robin Hobb, The Rain Wild Chronicles, might fit. There is a lot about the interaction between dragons and humans though, with some chapters being from a dragon's point of view.
Possible problems with the suggestion are that it does start with a bunch of young outcasts bonding with a bunch of young dragons. Additionally, another one of her series, Liveship traders, gives a foundation for what is happening in Rain Wild Chronicles.

How do i resize images in answers? I decided to include an image of a cover while answering a question, but the image appears to be too large.

its more of i read it on a site that lets me make lists of manga i've read and i'll put the ones i've read in a list usually. it may be the list of the ones that are complete garbage, but that list is usually so i don't accidentally start it again after seeing an interesting title

@Jenayah Most of them have an attribute that i recognize from having read them before. in this case, it sounded like a collection of "villianess" short stories. I've only come across one of those, "Though I May Be a Villainess, I'll Show You I Can Obtain Happiness!", so i think that is the answer.

So i think i found the answer to [this] [1] question, but I think most of the stories in the manga don't fit for fantasy. There are a few that have dragons, magic, reincarnation, but most are a short encounter between a prince and his fiancee. That and with how vague the question is, there could be dozens of other manga collections that answer it.

He gets a new skill each time, most others that i have read have them get all the skills at the initial summoning time, or acquire them as the Character interacts with the world.

In the one i'm thinking of, he is summoned into a mostly empty room, which could be misremembered as white. He gets Skills by turning a crank on the side of a box, which outputs a skill card.

@TheLethalCarrot I can only think of a handful of ones that have the Main Character switching between worlds a lot. Mostly its that they are refering to what they need to do as contracts instead of quests. If that is not them mistyping, i am almost certain/
