Some thoughts about the proposed winning criteria:
On the site, winning the challenge is completely unimportant, the important thing is clever ways to optimize the score.
Even though someone come up with a very clever trick to post the best-scored-so-far solution, their solution might still not win if someone else find a small improvement on that solution (and decide to post a new answer instead of posting it as a comment)
Besides, for challenges that allows only one competition (instead of typical code golf challenges which allows multiple separate competitions in each languages), newer a
(*): turns out that there are some people who wants to post independent attempts or potentially-interesting baselines in the Moby Dick challenge.
random info: at the moment the best solution in the Moby Dick challenge scores 444444, although the answerer probably deliberately keep the code ungolfed to get that score; anyway it's an improvement over the popular perl solution
I think that the perl solution can actually generate all the optimal solution ("lower convex hull"?)

it's inspired by your challenge :) I think I have a solution for 49 entries (parse each digit in input to 4 bits and use NOR, and 2 entries can likely be saved via dirty tricks), and if such functions exist for larger n, I think 39 is possible.
 
That's good but not optimal. I think mine is about 30.
Besides you need to convert them back to the output format too.
