@Makyen Did you want less of a challenge? @Rob For the problems we've seen recently with SD, no it's not a CPU credits issue (as has already been said).
It is, however, a potential issue for the instances run by @iBug and myself, as they are currently configured, if either of those instances were the active instance 100% of the time. As they are currently configured, they should be good as backup instances which are able to run for multiple hours. Assuming an average of 20% vCPU usage on an EC2 t2.micro that's starting from having been idle for 24 hours, it can run as the active instance for 30 hours prior to running out of vCPU credits.
I expect it's possible to ping-pong between t2.micro instances in the same account, but haven't finished verifying the setup for that.

@Makyen Understood. The ping pong code should awaken the other instance (maybe via SocketScience) that it's doing a handover rather than failing over so it can go smoothly without missing any of the feed.

@Ferrybig 500 MB a month, so that's several seconds of usage (at full speed) for my equipment (though I don't get full speed, and I turned Cellular Data off and only use WiFi - for which I have free hotspots everywhere, due to having paid elsewhere). Whew.
 
@tripleee For the AWS portion of running my SD instance, I'm mostly using it as a way to become familiar with AWS, by playing around. I'm not intending on doing anything all that complex, as I have lots of other things to spend development time on and this isn't something that's causing us problems at the moment (and the price for a t3.micro is < $5/mo, so definitely doesn't justify a lot of time to avoid paying it).
Me having an instance I can play with & us have as backup when other instances are not available was an issue, but that's solved at this point.
@Rob Better hand-offs between instances would be nice, but is a general SD instance switch-over problem, which I'm not working on at this point.

@Makyen A way to spend your money faster ;) - it looks like booting is billed for as an hour, so booting twice in one hour is two hours of usage. So gotta be careful not to over boot.

@Rob If you are billed per hour or by the second depends on which AMI (basically, specific operating system build) you choose. If you choose one that is only billed by the hour, then, yes, there is a minimum charge of 1 hour. If you choose one that's billed by the second, then there's a minimum charge of 60 seconds for starting an instance (different than booting/rebooting). In none of the situations I've contemplated have the SD instances been intended to run for < 1h, so not an issue.

Our local Cellular providers used to have per minute billing, after one of them explained that they used per second billing and how much it saves on your quota all the others followed suit. My point was that a haywire system can burn up more credits than you thought you had used. While in the interests of a 'friendly experience' they might not shut you off if you are bumping into various limits they might load balance you - making figuring out what is going on more challenging.

@Makyen Further to that abo:ve much as SE has rate limiting that you've tried to negotiate around and we've been notified that we regularly hit SE throttle limits, over at AWS (and elsewhere), they can let some things go if it doesn't step on other users. --- For example: My ISP gives super-speed for the first second per request, way
more than you pay for. That shoves you into a time-slice and clears the rest of the minute for 59 other users (approximately). It's better than doing the opposite (throttling you) because that means you are a nuisance (er, I mean customer) for longer and are jamming the line. If you continue for over one minute you get throttled. That makes Speed Tests report favorably but people downloading movies get slower service. Combined with DPI they can massage you into more service on existing
capacity.

That can play havoc with trying to figure out why sometimes things work and sometimes they don't when such time-sharing and load balancing is applied to free accounts in the Cloud.

@Rob Yes. Just FYI: the conditions under which I see backoffs on the SE API are set on my end to not exceed 1/3 of the rate that SE states is the maximum permitted. How long that rate of requests (1/3 max) is actually permitted appears to depend on various factors, almost certainly depending on the load that SE experiences from other people. However, the need to go through 4+ sequences of backoff (for 1.5 to 2.5 * time actually stated in backoff)➞retry➞backoff is quite consistent.

I don't think they are especially worried upstairs as we provide a valuable service. It's just that they mentioned it, in case someone protests they didn't; or thinks it's a precedent for an exception for their own benefit. The backoff sequencing probably unsticks the hysteresis.
