Okay, let's say you've picked A as your 1st, B as your 2nd and C as your 3rd. Once A doesn't stand a chance because he's not getting enough votes to make it, (unelectable) you're 1st vote will be transferred to B and C, depending on how well they do.

@TomWij Well it's calculated, if A only gets one vote in total (from you) there's no way he's getting elected at all. There's a mathematical formula to calculate this vote quota

Nope, you could just place 1
That would mean 100% of your vote would go to that candidate. However if that candidate is ruled out by getting "unelected", your vote will be lost. That would be a shame.

@tintincute That's ok. When the webserver gets a request for the test1 folder, it looks if there's an "index" file and then sends that.
That's why index.html is picked up and test.html is not. (It could also be index.php, index.htm, index.asp, etc. depending in your server's configuration)

Gmail is a web app, I don't expect anyone to try and replicate Google's filtering just with desktop software
 
@IvoFlipse It's about fetching the mail with sendmail/postfix, which are server utilities for Linux... The OP is looking for a way similar to Gmail filtering.

But can you answer my one question - Is it possible to build a Q&A answer site using SE API which will behave like stack overflow 'in my native language'? (It is Bengali). Thanks for your help
 
Unless you are a big institution that can afford paying SE 2.0 for internal use there is no way to run an own Q&A answer site.
Furthermore, SE 2.0 doesn't allow non-english Q&As.

New sites for SE 2.0 can be proposed on Area 51, although "About Bengali" might be possible (but probably is too specific) the "In Bengali Languague" would not be accepeted.
