@Yuuki I have more context now -- there is no change in existing law, but what has changed is executive policy as enforced by the HHS. In particular, under Obama, HHS had a policy that "refusing care to transgender patients is assumed by default to be discrimination"; that policy is being rolled back.

Turns out HHS has a lot of latitude in how conscience exceptions are handled.

Given that, I suspect the answer is "a Muslim doctor? hahahahaha no, HHS would murder them"
