Okay, results of timing the blacklist operations. A 10-item blacklist takes 1ms to parse, format, and run. A 100-item blacklist takes 7ms. 1000 items takes 91ms, and 10k items takes 1079ms.
So actually, blacklist entries do have a tangible impact on performance.

Okey doke, let's see how close I can skirt the lines. TL;DR: Mark's privileges were removed because of a serious moderation issue elsewhere on Stack Exchange. There's not much I can share without violating some agreement or other, so in the spirit of suspension messages: "This user's privileges were revoked for rule violations". This doesn't and won't affect anyone else.
 
blah, not used to dealing with these things in public rooms. Okay then.
 
A guy whose privs have been revoked and he was begging to have them back.
