guys, does anyone know why a router would detect a computer being connected through ethernet cable, but not give it IP, even if it's set to static in the windows settings?

you can see there's a PC connected on port 3 (on top part of the screenshot), but there's no connection (on bottom part)

I've tried re-enabling the ethernet adapter, I've tried ipconfig /flushdns, as well as /renew, I've tried setting IP to static or set by DHCP

That list at the bottom looks to only be for DHCP clients

Same subnet, yes, but the DHCP range should just be part of the subnet

So on my network, DHCP can assign from 192.168.2.10-192.168.2.100, which leaves ~160 static IPs to choose from.

Yeah, cut that down to about 100 DHCP addresses. There's no reason for a home user to have more than that.

@MBraedley well, I mean, I have it set to find IP automatically, but it gives me a 169.254.x.x IP, which apparently means windows couldn't find the DHCP server

so I'm not sure if the issue is on the PC or the router..

meanwhile this PC has no issue with DHCP

169.254.0.0/16 is the autoconfigure subnet IIRC, which means your computer can't see the router at all. The cable is probably crap.
