@AshishAhujaツ That's not exactly a bug. The spam rules are conservative to avoid too many false positives. That post would be caught by the "few unique characters" rule -- which fires if less-than 7 (or 16) unique characters -- depending on the total body length.
Unfortunately, that kind of garbage text has more unique characters does not trigger any existing spam rules.
Maybe a rule that checks 30 character words for (lack of) phonetic patterns would work?

I think there's a period in chat where you can't post the same message twice. Probably the two minutes you are allowed to edit the first one.
e.g. "Cannot post a duplicate message on chat even after the first message is edited, chat eats up the second message". I think it's put in place so you can't just join a room and flood it with spam messages.
