Q: Is this sentence palpable in english?

Can anybody tell me whether this sentence is palpable and correct in English? If not, what should I use instead? I want a piece of advise from you.

If you're using it under a different license, then the attribution rules are that you don't have to attribute, since the license is non-exclusive and thus non-binding.

I mean, if you really want this reworded, you can bring it up on MSO; all I'm saying is that the TOS allows you to relicense without attribution as it's currently stated.

The wording is unclear without reading a second document. once you understand that the license means the the author can ignore the attribution rule then that's cool.
