Q: Is this sentence palpable in english?

TenaCan anybody tell me whether this sentence is palpable and correct in English? If not, what should I use instead? I want a piece of advise from you.

The wording is unclear without reading a second document. once you understand that the license means the the author can ignore the attribution rule then that's cool. But the wording makes it seem like attribution is required whether you are the author or not.
