@Cerberus well, money is the token we (the west) use to get things done. if money isn't going where it's needed because moving it about is regulated, then change doesn't happen.
@Cerberus You're supposed to say "Freedom", because the GN will let you install other android variants on it whereas the S III is not designed for that (though it may work, maybe not)
Google provides OS upgrades for the GN themselves; upgrades for the S3 come from Samsung (and originally from Google too, obviously, but with some changes by Samsung).
Anyway, the presence or absence of a locked bootloader is only one part of the puzzle of whether or not you can install third-party firmware on your phone. Most samsung models are not well supported.

So we met 6/13 to discuss the requirements for the Sept release. I sent out a tentative timeline, we met again on 7/2 and the requirements changed. He was supposed to get back to me with answers from the woman we are to partner with, and he hasn't.

@MrShinyandNew安宇 In any case, there is no CM for the GN yet, while I believe there is one for many other Samsung and HTC phones, so that wouldn't be much a consideration.
@KitFox How about if you write a message for her, e-mail it to B, ask him to pass it on to her? Then it will be more efficient, but he won't feel bypassed.

@Cerberus I don't think it does for the GN? but who knows. Anyway, the S III on Verizon in the US is being sold boot-loader locked. So there is no guarantee that a useful unlock will ever be achieved in the interesting lifespan of that phone.
@Cerberus yes, thank you, I know that people are working on roms for it. Did you read the part about how at least one major carrier is shipping that very phone in a locked state?
@KitFox If that's how they will interpret it, there isn't much you can do, you are set up for failure. How much info do you have for the requirements? Enough to estimate a wild-ass guess or set an upper limit on the work?
@KitFox You could send him an e-mail, politely suggesting that you need the requirements before date x, or you won't have enough tome to get things done in time. Then you can later use that as "proof", refer to it when he blames you.
