I think you can edit your answer to remove the bit about American English. The problem isn't is/are it's makes/make

Using makes (sing) sounds wrong because it doesn't seem to agree, but using make (pl) sounds wrong because I want "what makes X possible" to be singular.

This ngram shows that "what make(s) X possible" is far more popular with a singluar "what"
