It is a phrase or construct that emerged, as far as I can tell, in the last two or three years. It seems to mean "exists" or "is a cultural meme" or "is a cultural phenomenon."

"That's not a thing" == "that isn't real"
 
I don't recall ever hearing it in the "not a thing" version.
At least until the other emerged, and then only in contrast. Such as "Why on earth would Lady Gaga even be a thing?"

@RegDwighт Yes, it's weird how that cat looks like a shark if you squint at it. I had the same thing, but rotated about 90 degrees from yours. For me, the nose was the nose, and the ear at the side was part of the smile. I think you mixed up left and right, by the way.

@DavidWallace I can't see it as a shark anymore now that I've seen the cat. I'm trying really hard to see the forward-smiling shark (I initially saw it the way Reg described) but it keeps going back to cat like a stubborn magiceye picture.
 
Cats are stubborn that way. The original OED defines stubborn as "like unto a cat".
