@Meysam It is indeed a bit vague (possibly a common formula), but it must mean that electricity is included in the rent, and you get a credit to offset the part of your rent that is the electricity cost.
Normally, when something counts towards something else, it means that x is part of the equation resulting in the total y.
As in, the number of points from closed questions counts towards your total points, or does not count towards.
