BTW it seems that meta is more active than usually - thee questions appearing in community bulletin.
Well, this one is 14 days old, so quite soon it should be no longer eligible: A message from stack exchange concerning support for OpenID. But Asking questions with out answering any one else’s question and Deleted answered question / arXiv posts based on unacknowledged MO posts are still there.

@domotorp I am not sure what you mean by parent site. MathOverflow runs on Stack Exchange platform. The Stack Exchange software does not have a "standing bounty" feature. Yes, I've meant the platform. So do I understand it well that on the major stackoverflow site this feature is unwanted and that's why they don't implement it, although other, smaller sites, would welcome this feature? If this is the case, what can we do about it? — domotorp 54 mins ago

Stack Exchange is the name of the network consisting of many Q & A sites. Stack Overflow is the best known of those sites.
People from the whole network can propose feature requests, discuss them, vote on them etc. This is done mainly on Meta Stack Exchange.
The feature request I linked to has score -10 (+4/-14). But we do not know whether the votes on that feature request came from MO users, from SO users, from users of other sites...
Actually, happens quite a lot in MathOverflow. TONS, even for questions I have wanted to ask. Of course it's site-specific. — Alex Mar 7 '16 at 23:04

So then the situation is that the MO community cannot have a feature without SE implementing it. For SE to implement it, it must have a positive feedback on the meta SE, which mainly includes people from other sites, such as SO, where they are against it. Maybe then this workflow should be changed, though I'm not sure how. Can I propose something on meta SE asking only MO users to vote?
