I've done about 40 tag edits (removing the wrong one and adding the correct one), but it hasn't triggered the hat

Logged in today and found I had gotten Eliza Doolots on two sites-- SO and Meta SE. I was just awarded a +250 bounty on SO, which made me hit the rep cap for the second time on SO since Dec 13. I have not been very active on Meta SE in the last few days (maybe a couple of upvotes, but that's it), but I did hit the rep cap twice on that site Dec 12 and Dec 13. So my working theory for Eliza Doolots is: hit the rep cap twice on two different SE sites.
@NinaScholz Waffles is for commenting a lot (15 comments) on one post; details (like a time frame or additional requirements) are yet unknown.

@NinaScholz @jknappen I concur. I went to an old answer of mine where I knew the OP had not logged in in ages (so I wouldn't spam him) and then I added a bunch of comments to that answer and the question. Definitely more than 15 on the answer. Then I waited a while and eventually I got the waffles hat. Then I went back and deleted all the crap comments.

I did it!!! thanks, now the last big mystery I seem I cannot solve: the clean-up hat. I've deleted 20+ answers with NAA flags, I've delete 5 comments with "no longer needed" flag, I've edited title and content of 1 question, which was upvoted later by someone else. it never triggered... any news on that one?
@Vickel The clean-up hat has something to to with edits, probably tag edits. It deos not seem to matter whether the questions are old or new. There is probably some other ingredient in the hat that is unknown (receive an upvote after editing at least once?)
@Vickel @jknappen It's definitely not for deleting old comments as in past years-- I deleted tons of old comments and that did not do anything.

Maybe the edits should be permanent (i.e., not rolled back or changed again for a certain time)?

Re: Eliza Doolots - I notice others have suggested it is for getting 2000 rep across multiple sites since WB started; that could also fit my scenario. I just added it up and I think I just crossed the 2000 point threshold with the bounty award. +1392 on SO; +870 on Meta SE = 2262. The bounty + accept would have just pushed it over the line.

@Vickel Yes, maxed twice on meta.se (dec 12 and 13) and twice on SO (dec 13 and today). There's no possibility that I maxed on any other sites-- I don't have enough activity anywhere else. I'm mostly a one-trick pony (SO). The Meta.SE thing was a fluke because I posted a popular knitting thing

@BrianRogers : the clean-up hat has arrived, I think the trigger could be: retag (edit) a question which has already a positive answer and the question gets another UV. What we tried yesterday with @Riker didn't seem to work, as the question had 0 votes

@Vickel, On the question I edited, I merely added a tag but did not remove any. I wonder if the age of the question has anything to do with it? The ones you and I retagged that we got hats for were pretty old. But this last one was just asked on Dec 13.
