Cleanup Duty definitely has to do with editing, I just got it on Meta and all I did were a bunch of edits (all included tag edits).

2 edits yesterday, 3 edits today. All included adding a tag or two and nothing more (besides one edit - today)

I'm not sure if you have to only edit tags though.

See my last message, it's possible that you need to only edit tags (that's how I did it on Meta - though not necessarily relevant). Also tags can take some time to get.

Nope, not for editing tags. I've edited tags lots in the past few days and no hat.

Has anyone noticed if the supposed edits needed for the Cleanup hat had comments and/or descriptions?

I've done 5 edits without comments and didn't get a hat.

@Derpy I had to provide an edit comment (since I was suggesting) - maybe "Cleanup" includes explaining why you are editing.
