@pacmaninbw Personally I don't think title case should be used at all. Ever. It's harder to read. But some people put it everywhere. But considering the Title of a question has Title in it, lots of people Title-case it anyway. On some of the sites where users are primarily US-residents, it tends to stay up while on others it's edited out.
@pacmaninbw No, it wasn't supposed to get into the re-open queue. I didn't hit the button that does that.

I'm considering filing a bug report on it.
I'm not against opening it, I recall I was in favour of keeping it open originally.
And I see it has 2 reopen votes now.
