I don't, but essentially, the RDBMS won't always paramaterize the query in teh plan cache for you. If you're concatanating queryies together, often you end up with a bunch of plans whose only difference is the value you're searching for.
It eats up disk space on the server. Only gets cleared on a reboot.

Hrmm, hard to say. I don't know enough about Java internals to know if an AtomicInteger is significantly better than a synchronized method. If it's not, then really your review comes down to "have a private constructor so you can't instantiate the class."
As for the design point of view, bowmore is correct that this has no reason at all to be a utility method in a static class (and really it's not a utility method since it mutates state). The OP likely doesn't have his reasons for this; he just doesn't realize how much it drives coupling and how hard it makes testing. And the likely "but I only need one!" is a pretty poor reason.
Whether or not that deserves a downvote... I'm not quite sure. An improvement, even if it isn't perfection, is still improvement after all. He might see it as negligent though to continue to implicitly endorse it.

Why make it depend on class? Why not just inject an instance of it into any class that needs it? What if a class wants two generators?

What if for some reason you need two different streams of ids? Can't think of a particular reason off the top of my head, but it seems an unnecessary restriction, and it's really just a different version of the original version: instead of a application-specific global, it's now a class-specific global.

(depending on platform, though)

@200_success Re: CTEs I was under the impression that every time you reference a CTE, it has to run the entire query again, which is why I hesitated and chose temp table instead, so I have a vastly smaller data set I'm working with. Perhaps I'm mistaken on this
(i.e., the query that makes the CTE)
Against a reasonable data set I feel it would be hardly noticeable, but when having to scan and join through billions of records I felt temp table would be more efficient
 
Try running EXPLAIN SELECT to see what it will do.
 
I wish I could sadly I can only work with SSRS. Well that may work but I don't think SSRS was designed with that in mind

What happens, is that there were multiple flags on those posts including a spam flag. When the mod deletes the post, it marks the flags (including the spam flag) as helpful

In theory, as mods, we should go through each of the many flags, and decline the spam flags that were not flagged appropriately, and the spam flag should have been declined before deleting the posts... but....

When the asker is a first-poster, and they obviously have no intent.... then there is also some value in marking it as spam because it feeds back in to the global anti-spam system

Well, I have been reading up on mod-procedure things now, and there's a better way to handle situations like that ... where there are many flags on a post, and some of the flags should be declined and some should be approved, and what happens when posts are modified/deleted/etc. when there are flag on the post.

somehow this feels more like it should be a separate class instead of strings..
then they can also be tested separately..
 
@Marc-Andre There are some resources that are linked to mod-only places, there's also mod-only mails that get sent to mods as well describing changes in processes, etc.

@rolfl Just curious, any progress in the Minesweeper probability department? Managed to reduce the speed of that 16x16 board to perhaps half a year? A month? Or did you cheat with Watson and solved it in 2 milliseconds?

naming is solely about finding a good name, and comments is a whole different story..
while conventions may overlap these two (javadoc,docstring, casing, recommendations) you can also name things without having a convention...
even though that's prob not the best idea..

I looked at their tags. and they only had Java. I think you can use System in Java as well

@Jamal OP should be encouraged to post a new question. I'm not sure a rollback is in order. It didn't invalidate any answers.
Additions to questions are kind of a murky topic.
