Image-only were never allowed, IIRC
There's so many rules it's hard to keep track
The previous guidelines suggested something in the lines of visual artifacts counting for two or something
I think we'd been accepting them if you say where you found the image, and it wasn't easily reverse-searchable.

We should have been doing it all along and haven't, but that doesn't mean we shouldn't start.
If we're going to set any baseline of consistency, we need to start somewhere.

This would be solved in my view if we added a clause like 'a minimum effort to describe your query must be reached or deemed underdefined'
otherwise it's just us mysterious A&M people who know all the rules in their heads

Instead of what would happen if we has closed these questions one at a time as they came in, this user is now going to fail to understand why the questions are being closed, and feel like they're being singled out — they'll feel we're taking action against them, and not against their questions
