Stores that have their front door in Netherlands and part of their store in Belgium can keep their Netherlands part open, but they need to cordon off their Belgian store, including all goods in that store. This has lead to some situations like a clothes store that can't sell lingerie because it's in the Belgian part

But now Belgium has temporarily banned everyone from entry into their domain, which means technically people aren't allowed to enter the Belgian parts of Dutch stores on the border
