Probably the simplest solution is to force all healthcare providers to charge every payer (insurance companies, individuals, the government) the same price for any given procedure, and have that price consistent within a geographic area, and preferably across the country. UK doesn't require that for example, but schengen visa (which is what most countries in EU require from turkish people)'s worker parts all require univ degrees
Theoretically speaking i could be granted a business visitor visa without a degree but I don't think that gives me the right to work and I don't want to build my CV from illegal jobs y'know
