More generally, water has a potential for a tragedy of the commons situation. If people don't pay for water, and your tax costs are only distantly related to your water usage, then people are more likely to waste it for all sorts of things, because it doesn't really impact them negatively.
Also, if you read down that thread, someone says that it's talking about how water pricing doesn't cover the costs of maintaining and upgrading infrastructure.
In other words, as I interpret that, the problem is that water prices don't correspond as well as they could to the true overall cost of delivering that water
Though, one simple solution would be to have those maintenance and upgrade costs be a part of the municipal budget, because they are less dependent on the specific amount of water being used.

Yeah tying the improvement budget to one's water bill feels inherently regressive in some small way, whereas tying it to a property tax levy or otherwise is decent, some price for usage prevents people from just watering their lawn all day all July
