It actually does kind of address the question, which is strange in a way. Of course "addresses the question" is a bit strong; maybe it "periodically orbits back to a place adjacent to the question."
Yeah haha and even then isn’t it mainly saying what the question said is specifically not an answer?
That's basically how I understood it, but I will admit that by the end I was skimming it rather than properly paying attention. (So I didn't flag it or anything.)
