the "Trash Can" is where mods send stuff they want to remove, which normal users cant see

yeah we have moving powers

presumably part of the theory is that if I delete something, you can go audit what I did

whereas moderators are specifically trusted with a bunch of deliberately non-publicly-auditable tools and powers
