Some people seem to want to migrate questions that are perfectly on-topic here just because they're about video games, or about worldbuilding aspects, or whathaveyou.

People just don't know enough but ask about migration anyway which causes the OP problems and spread misinformation which is a large part of why I want to get the guidelines up

It also makes it harder for that user to get their question refocused and reopened on the original Stack.
While re-asking is no big bother, just copy the question.

Because that puts the onus on the OP to go to that other Stack, check it out, and decide if and how they want to ask their question there.

So at best it accomplishes the same thing as just re-asking.

We don't have the option for migration here and we see the problem of problematic migration/re-asking suggestion comments
 
It's very unfortunate that it is inside the close-reasons, that's what suggests it as a valid reason for closing. It should be an option separate from closing, to be voted on after the question was closed as off-topic.

Well yes, that's the only logical thing to do.
But the phrasing is weird. Why not just say "if you decline or don't explicitly state you agree, we'll remove your diamond"? Simple, efficient, hard to argue against.
I'm not saying the agreement is good or bad, I haven't read it yet. Just that this extract seems to overly complicate the simple fact that if you don't agree to the moderator agreement, well, you can't be a moderator.
