In general, questions due to bugs should be treated no differently from any others. Thus provided the question is clear and reproducible it should be kept open, and (ideally) answered.

I installed texlive-full on Ubuntu 16.04 and TeXstudio. All packages work fine except the babel. When I put \usepackage[czech]{babel} the file won't compile. I still can set encoding to UTF8 and properly compile file wit all special characters, however I can't with babel.
Simple example:

@JosephWright just tested it with a fresh install from Ubuntu (not upstream). As expected it worked just fine. No file generation under the home dir. I'm kinda guessing at one point the user have been using the Ubuntu tlmgr and that messed up things placing in the dome dir.
@egreg (and @Danu) -- oh ye of too much faith. i can't think of a single such article. it's not in tugboat, although one can search the tugboat archives ("typesetting concrete math" is a candidate) or the tug interview corner for possibilities. if you find it, let me know, and it will be added to the latter list.
@JosephWright Reading the discussion, I guess I'm somewhat sympathetic to the idea that an answer that says "this is a bug that has been fixed, upgrade your system" is an answer. Do we gain much from closing these questions rather than answering them so?

@JosephWright Sorry I hadn't realized you'd added an answer. I think that looks fine. One worry about advising local updates is that (i) they can lead to future problems and (ii) depending on the package, there may be dependencies that can get messy very quickly.
@AlanMunn Yes, but for people who can't or don't want to update their entire TeX system but do want a specific bug fixing, I'm not sure I see an alternative
@JosephWright No, I understand. I guess if we have a kind of canned response, we might want to note that local updating should be treated as a last resort.
@AlanMunn I could put 'use a copy of the file for a specific project only or install locally' but then one gets into the issue that it might not be a single file, ...
@JosephWright The dependency issue is really the most problematic. Especially for packages that use expl3 code, I think, but also e.g. TikZ if someone has a really old system. Also biblatex/biber.
@JosephWright Yes, I agree. I guess it's more a matter of not treating the two options as equally valid, i.e. discourage local installs unless absolutely necessary (for most users this is the best advice, I think.)
In other news ... I decided to bite the bullet and get a smartphone, and just had it 'ring' on my laptop (I went for an iPhone as I wanted something not-too-big)
@JosephWright That was the reason for my getting an iPhone too. The newer good android phones are huge. But now having had one for 3 years, I'm really sold on it.

@AlanMunn That's configurable with my build script. Unfortunately that's the necessary border for the printer – at least according to their sorry excuse for a card builder online. I'm trying to get them on the phone to verify that (and sort out some express shipping options)

@SeanAllred Well on the face cards and the higher number cards the index does seem too close.
@SeanAllred It's particularly noticeable in the hearts. e.g. 10 or J of hearts (because the heart is larger at the top than the bottom compared to all the other suits.)
@SeanAllred So increase the size of the face cards differentially to the size of the numbered cards, this way you'll get the illusion that they are the same (because the 10 of H now does look a lot better.)
@SeanAllred You've decreased the size of the rectangle containing the face cards to match the size of the (virtual) rectangle containing the numbered card pips, but this gives the appearance that the face cards are too small. So you can increase their rectangle slightly so that they will be numerically different sizes but look the same.
@SeanAllred Looking at the classic Bicycle brand deck, its index is very close to the edge of the card. But they also seem to do some funky things with the font: the 10 looks condensed to my eye.

@SeanAllred It's a fairly simple trick: start with the four aces on the top of the deck. Divide the deck into two, and put the top half to the right. Now divide those two into two again, putting the top half on the right. Working from left to right, for each pile, put three cards from the top on the bottom of the pile, then put one card from the top onto the top of each remaining pile. Repeat for all the other piles and you'll end up with one ace on top of each pile.
