Normally I am reluctant to close anything that can be explained as no repro, but in this case I'm not sure what would be illuminating about the problem.

This dupe looks like it has some of the same problems their other post had. In both cases, it looks like a question obtained from somewhere and would not otherwise ask is being posted.
Perhaps the OP is preparing for an interview and they are from a list of interview questions. (I suggest this based on the "where have you been able to apply it in your work" phrase in the old title of the closed question.)

It takes however many 20k undelete votes as it took 20k delete votes.
Usually that's 3.
On answers it's always 3, as far as I know. (A 20k user might be able to delete and undelete answers with a single vote due to being the post owner or a moderator, but in that case the 20k rep has nothing to do with it.)

Having 20k rep never confers the ability to delete a post a single vote.
Its takes 3 votes by 20k users to delete an answer. The answer's score determines whether or not 20k users can cast delete votes, but does not determine how many delete votes are required.
Normally an answer must have score of -1 or below for 20k users to be able to cast delete votes on it.

However, in the LQP queue, 20k users have a Delete button instead of a Recommend Deletion button for answers of score 0 or below, and that Delete button casts a delete vote.
 
That's reasonable.
 
On questions, only 10k is required to case delete and undelete votes (except that 20k is required to cast delete votes in the first 48 hours after closure) and the number of delete votes is usually 3. But the number of votes required to delete a question very gradually increases based on the sum of the scores of the question and all of its (non-deleted) answers.
10k users can cast delete votes on closed questions of any score, so long as they've been closed for at least 48 hours. It is even possible to cast delete votes on highly upvoted duplicates with valuable answers (though discouraged to do so!).
20k users can cast delete votes on questions that have been closed for less than 48 hours, but only when a question's score is -3 or below. I think that's what you were thinking of. That does not apply to answers.
Although the number of delete votes required on a question increases as the sum of the question and its answers' scores increases, in nearly all cases only 3 delete votes are required, and at least 3 votes are always required. That is, even if you had a closed question that had no answers and was heavily downvotes, it would still take 3 delete votes from high-rep users to delete it.
Although the number of votes required to delete posts does not increase based on reputation, the total number of delete votes a high-rep user can cast per day does increase as rep increases (even beyond 20k rep).

OP didn't mention the exact error in the main post. The error could be related to permissions or file path.
