In theory the question may be OT "EOL" but resetting the password is a reasonable step toward upgrading the system or putting things in order to prepare for a fresh install, so I'd rather close it as a duplicate.

I think this question is probably on-topic... but it's unclear.

The interface says how many answers there are on a question. The OP doesn't see that many answers. I don't know if it's due to a bug, or just that the interface is complicated and they might not be clear on what's an answer.

In my experience, people who don't use SE or have only begun to use it tend not to be aware of the distinction between comments and answers, confusing either for the other.

Also the new one probably indicates a bug, as per the question "colour" option is missing from Settings > Background which is present in older releases
You should be able to retract your custom flag, if it hasn't yet been handled and you no longer think it's correct or helpful.
@EliahKagan Will I be able to raise once more after retracting? I believe they need to be merged, but now I feel the opposite direction would be better.
For custom flags on posts, I believe you can raise another custom flag (unlike with other flag types). But I am not sure.

I think this question should be reopened. The target is however more general and considers that the OP/reader wants to create a bootable USB with Ubuntu ISO and any OS. But the earlier is more specific. Also, I think the views are pretty evident that what visitors are the looking for. The target has 77k views but the other 122k views.
Using the ISO image isn't relevant but the OS is. I believe.

Any reason this answer should remain deleted? It was link-only when deleted, then expanded. Now it appears copied from ubuntu.com/download/desktop/create-a-usb-stick-on-ubuntu. But if attribution were added it would be a good resource because it has all the steps on one page. I'm not sure about the copyright status and any licensing of ubuntu.com/download/desktop/create-a-usb-stick-on-ubuntu though.

In general I don't think different specific questions should be closed as duplicates even if the target has a valid answer. But in this case, the answer has something unique, so I think I have a case to vote to leave open
(Of course I think such questions should not be closed in general, because they might get a specific answer, but when there is already a specific answer it's easier to make that argument)

The LQP review comments used to begin "Welcome to Ask Ubuntu!" when the post author's account was younger than some number of days. But for some time now, they don't. Was this a deliberate design decision, based on a finding that it did not actually make people feel welcome? It seems to me that it may help people feel more welcome (and when I write custom comments accompanying NAA flags and delete votes, I do sometimes start them with "Welcome to Ask Ubuntu!").
I've been wondering about this for a while, but I was reminded of it recently in connection with the comments here. Most of the time I encounter NAA posts these days, it's not through review, and I use my own comment, which is phrased differently, and which so far doesn't seem to have upset anyone. Is there a meta post about this?
Btw, the comment I use these days, outside of review, is:
Welcome to Ask Ubuntu! You've posted this as an answer. I recommend that you [ask a new question](askubuntu.com/questions/ask) to get help with this. You can include a link to this question if it helps provide context.

I seem to remember that the comment that is automatically created when we vote to close a question as a duplicate used always to be deleted when the question was closed as a duplicate, even if the comment was edited after creation, but that is not the case now (which is good, I think)

The system still often deletes those comments, but it does not usually delete them if they have been edited.
I don't know if it ever deletes them if they have been edited. For a time, I recall it deleted them unless the edits were substantial in some way. Including a second link was sufficient to keep them.
