@GnomeSlice I had an issue with Minecraft (and only Minecraft) having graphical artifacts everywhere.
I tried to do something with the drivers a while ago because I have this weird bug that apparently was common many versions ago with my drivers where the display lags when you mouse over a non-maximized window against the top of the screen. I think I eventually gave up, because it says I'm up to date.
Turned out it was because I was telling Nvidia Control Panel to overwrite my graphics settings.
But pretty much everything tears a little.
Once I allowed it to be application-specific, it fixed.

I don't think either of them are particularly old, but I know that I have the TV one (larger) hooked up to this pc as well as my old PC, and it's VGA on that PC.

@GnomeSlice My point is, if that quote is correct, if one of the two monitors hooked to the same PC is connected using HDMI, and the other using something else, like VGA, there might be problems.
@RedRiderX Yeah, that's why I brought it up, I'm trying to figure out how to tell which monitors are HDMI.

this is dumb, I was looking in 'my vga displays' before I guess on the amd control panel, but 'digital flat panels' really just means 'hdmi' monitors, because this is also a flat panel.
...It says the maximum reported refresh rate is 61.
Shouldn't it be 60?

Complications

I postulate that maybe your graphics card is painting the game display for one monitor, but when windows duplicates to another monitor, it doesn't really match, and tearing occurs.
Okay, I tried putting vsync to 'always on' instead of 'on unless application specifies' like before, and that mostly fixed the tearing. I get some weird artifacts running down the screen every now and then, which I think is from the vsync
