So there are two things that are getting conflated together, which I think is causing the problem: 1) the 2.0/3.0/4.0/5.0 patches that Blizzard releases before expansion launches to bring the game up to date with their latest mechanics and 2) the actual expansion

Everyone gets the former, and you can't play the game without the former. So questions about that stuff rightly belongs in the world-of-warcraft tag

But the other stuff, the stuff you can only get as part of buying an expansion pack, is a subset of all that is World of Warcraft, it's not the exact same thing as World of Warcraft, which is what a tag synonym entails (think color vs. colour, or world-of-warcraft vs. wow)

I tried to do something with the drivers a while ago because I have this weird bug that apparently was common many versions ago with my drivers where the display lags when you mouse over a non-maximized window against the top of the screen. I think I eventually gave up, because it says I'm up to date.

disabling the auto detect thing and setting the refresh rate to 120 makes neither screen tear (at least in this game) but only if I do 'duplicate' displays, not extend.

@GnomeSlice My point is, if that quote is correct, if one of the two monitors hooked to the same PC is connected using HDMI, and the other using something else, like VGA, there might be problems.

this is dumb, I was looking in 'my vga displays' before I guess on the amd control panel, but 'digital flat panels' really just means 'hdmi' monitors, because this is also a flat panel.

...It says the maximum reported refresh rate is 61.

Shouldn't it be 60?

I postulate that maybe your graphics card is painting the game display for one monitor, but when windows duplicates to another monitor, it doesn't really match, and tearing occurs.

Okay, I tried putting vsync to 'always on' instead of 'on unless application specifies' like before, and that mostly fixed the tearing. I get some weird artifacts running down the screen every now and then, which I think is from the vsync
