@Frank all incoming international flights to Montreal have to go through customs, and I think the same is true for Toronto. Maybe also true for Halifax, I've never actually cleared customs in Halifax.
I think you might have to go back through security in Halifax too if you have a connecting flight. Where you're connecting to though is a different story.
