Since they're literally fighting for their lives

also, for drug trials to be any good, they need a larger number of people who have the symptoms they're trying to cure/remedy

considering there's not that many people on death row at all times, it doesn't sound like a very viable thing to do

Prisoners generate a lot of income for the U.S, so it's beneficial to have constant supply of prisoners

which just means that there's very little motivation to keep people out of prisons

it's possible to plug the HDD in while the PC is running, I have done it multiple times with success, but I wouldn't recommend it as your mileage may vary :P

also, that was an IDE HDD, not sure how Sata would react to that...

just don't hotswap your main drive. that could end poorly.
