i can't speak for the UK, but in the US, the govt agency needs to ask congress for money to make upgrades and that is usually denied as a "waste"

@Avery i don't think it'll make a difference since given enough time anything can be hacked regardless of security, the security is just there to waste the other guy's time while you either put in your contingency plan or track them so you can make an arrest

and anything that says it's more secure probably just gets it's security update patches sooner
