I vaguely remember something about people using shiny Ditto in Gold/Silver/Crystal to increase the likelihood of shiny offspring. Was there any truth to this method, and if so, how did it work?

Q: Is there any way to reset the level progression?

For example, if I start a game at level 1, and use the console to advance the sneak skill all the way to 100, is there any way to stop the game from forcing me to level up when I enter the skills menu?

as it is now, no. But since we are talking about a fictive reality where the supermarket stocked people chances are that it is because it is considered a normal part of society and there for I would have grown up with it and eating people would not be strange.
