well, all of this has led me to a conclusion: We need to have an e-mail for complaints. I think this is the easiest way to keep track of complaints everyone has about users, and is also a way of doing it in private. Openly talking about how annoying someone is in chat can lead to unnecessary hurt feelings.

However, the forum must be considered. First, if they are SE members... a private chat room seems good.

Furthermore, the user in question doesn't even seem to be a SE member.

@Wipqozn in situations like this in the past, we (not GSE, other gaming group) generally said "you're vouching for your friend, and you should take the responsibility that they're going to stick by the rules" which meant that if there was any weird stuff going on, the "polite warning" to play right came from the friend, and not the event organizer/etc

@Ullallulloo sorry, stepped out for a bit. the problem tends to be when you're trying to do an event that isn't really enforced by the server's rules. in TF2, if all you want to do is play CTF or CP or Payload or whatever, great, the game will enforce those rules. In something like minecraft, you're relying on everyone to play by whatever rules you've set up to play by
