If your after ester hydrolysis/elimination, I suggest Bu2SnO in MeOH (reflux) to give the open-chain methyl ester; then i) MsCl/DBU, ii) DBU to eliminate (should give the thermodynamic direction imho); then KOH to remove the methyl ester. If you’re scared of methyl esters, use ethanol in the first step.
