I’m reacting a bit late, but my NAA flag on unix.stackexchange.com/a/739059/86440 was declined with “flags should not be used to indicate technical inaccuracies, or an altogether wrong answer”; does that mean we should stopping flagging answers that should have been comments? Or perhaps add a comment saying so before flagging?

I think it is debatable whether that answer at least had the intention of being an answer or a comment
I think of the NAA flag as requests for more information, "I have this problem too", "thanks that fixed it", etc. That one was IMO a poor quality and incomplete attempt at an answer
