but it'd be inconsistent

wait i just realized that in the position u shared, u cant even move anything. the white pawns are stuck on the 7th and 8th rank and cant push any further, which also encloses the white king, and similarly, the stuck black pawns on the 1st and 2nd rank prevent the black king from moving as well

yea that does make the most sense, since horde does allow first rank pawns to push two squares on the first move. however, horde is also finnicky with en passant when it comes to first rank pawns, opting to disallow en passant captures of first rank pawns.
