f(n)=mod(floor(n/2^{[floor(log_2(n+0^n))...0]}),2)
converting back from binary to decimal should also be pretty straightforward

if u dont need to deal with 0 as input, decimal to binary can be even shorter:

Apparently it's an intentional feature - when I asked them via email they told me it was like for compatibility or smth
 
the way i understand it is that, the brackets are supposed to be used as domain restrictions, 1 for true and undefined for false. if u dont put any conditions tho, it will just evaluate as true
