Does it make sense to describe something as insignificant but non-negligible? For example, Gary Johnson is one of four candidates running for President, and he is projected to get something like 4% of the votes. That's insignificant, but not almost zero (i.e., non-negligible).
I've had a cup of milk or water next to or near my laptop pretty much every day for several years with nary a mishap. I'm good at not spilling liquids. :P

@VTCAKAVSMoACE Generally, the flow of water in (large) rivers slows down when it empties into an ocean or sea. If you've ever used an air pump, you know that right where the air comes out, it's going fast, but further away, it's going slower.
@El'endiaStarman I know, but for relatively supersonic stuff, the particles moving at a relative 0 velocity cannot compress/decompress faster than the speed of sound, so by expanding the nozzle, don't you make a vacuum which pulls the gas out faster?
@El'endiaStarman Taken to its logical conclusion, the air leaving a jet nozzle would reach c eventually. I'm pretty sure that doesn't happen, so I think the wording might be odd here.
