It happened at Christmas. Nothing much was happening across the whole network, so it must have dominated the hot list. And lots of SO regulars would have been on holiday and getting bored.
 
My second answer was a code troll. That and popcons are what got me onto the site at first, tbh. I think a few other still-active users started around then also.
 
And it constantly hogged the HNQ. I signed up in December 2013, because of code trolling.

Would it be valid to write up a programming puzzle restricted to one language? I'm thinking of basically combining Befunge and Langton's Ant. As in, simulate Langton's Ant using the source code itself.
 
It's generally fine as long as there's a good reason for it (not "I don't like esolangs" or "I only know JS").
 
Or let users use their preferred language, but set out the rules such that they have to use a code field, so to speak.
 
Depends on what you mean by puzzle. Pure programming puzzles don't seem to be on topic ATM, as they lack an objective winning criterion.

How does licensing work? I actually know of a program that would work with a bit of changes, but it was made by my school's CS department and I don't know about licensing issues.
 
I doubt there is a license, but there is always copyright (which implies limited distribution permissions)
