But without a large amount of data, and some luck or human-y assumptions, it's difficult or impossible to determine whether a possible encoding that was used is the correct one or not

Well, problem is, this isn't really a KotH sort of thing. Because the decoder isn't really a competitive thing, it's either optimal and capable of handling any encoder, or it isn't (and then it's invalid).
