Also, I don't think the cop should be the one specifying bounds - I feel the robber should only obey the challenge's bounds to make it more interesting (but that's your choice)

My answer was Ẓ in Jelly, which uses sympy's probabilistic prime test. It's conjectured and believed that there exists a composite number for which it fails, but it hasn't been found
