Once it's been cleared as on-topic, then you can answer it, but before then, your answer is likely to get deleted because the last thing we want to do with off-topic questions is encourage more of them.

Once a challenge is closed, it cannot be answered. Until it is closed, it isn't obvious that it's off topic, as we don't always agree on what is on topic (hence meta), so I don't like seeing someone attacked for answering in good faith
